\n Who we are?\n <\/h2>\n<\/div>\n\n
\n The National Secretariat for Public-Private Partnerships (SNAPP)<\/span> is a specialized technical unit dedicated to implementing public initiatives under the Public-Private Partnership (PPP) model in the country. \n

\n We work closely with Contracting Public Entities (CPEs)<\/strong>, which include ministries, decentralized institutions, state-owned enterprises, and municipalities.\n<\/div>\n\n

\n As the facilitator and inter-institutional liaison for the PPP Framework (Law No. 93 of 2019), SNAPP provides the essential operational and technical support to the Governing Body<\/strong> for the approval of strategic projects in Panama.\n <\/p>\n<\/div>\n<\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

In addition to providing technical support to CPEs for public initiatives to be eligible as a potential PPP Project, SNAPP is also responsible for:<\/strong><\/h4>\r\n<\/div>\r\n

\r\n\r\n\r\n

Define, for the approval of the Governing Body, the guidelines and methodologies for the Value for Money<\/strong> assessment of the PPP project.<\/p>\r\n\r\n<\/div>\r\n

\r\n\r\n\r\n

Acting as a link between the CPEs and the Ministry of Economy and Finance (MEF)<\/strong>, in relation to PPP projects within the framework of Law No. 93, 2019.<\/p>\r\n\r\n<\/div>\r\n

\r\n\r\n\r\n

Managing the PPP Registry<\/strong>, whose implementation is determined in the Regulation of Law No. 93, among other functions established in Law No. 93, 2019.<\/p>\r\n\r\n<\/div>\r\n

\r\n\r\n\r\n

Developing the PPP project selection criteria<\/strong>, standardization of processes, and collaboration protocols between institutions.<\/p>\r\n\r\n<\/div>\r\n

\r\n\r\n\r\n

Submitting to the Governing Body the technical reports<\/strong> prepared by the CPEs and assisting in their review and verification of compliance.<\/p>\r\n\r\n<\/div>\r\n

\r\n\r\n\r\n

Following up on institutional strengthening plans<\/strong> of the CPEs and providing specific guidance on Law No. 93 regulations.<\/p>\r\n\r\n<\/div>\r\n

Proposing standards for the registration of PPP projects<\/strong> and informing the Governing Body of their status, ensuring transparency<\/strong> in the management of the registry.<\/p>\r\n\r\n<\/div>\r\n<\/div>\r\n<\/div>\r\n<\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t
